 Enrico Arras and his wife Sylvia Fumagalli are the main beneficiaries of the Arras Real Estate Fraud.  Enrico Arras the founder and CEO of Arras Group has sold close to 100 shell villas that he had never intention to build . Taking large deposits of 80,000 to 100,000 euros from the unsuspected victims backed by the  non enforceable contracts,  insurance policies drawn on the computer he managed to accrue significant revenue that has vanished from Arras Group Bank accounts controlled  solely by Mr. Arras. Sardegna RE, Trusters and Housers are his other construction company  projects with  similar outcomes  leading to bankruptcy and disappearance of funds.  Unfortunately Italy has become a breeding ground for criminals  where you are allowed to form another companies after filing for bankruptcy, where large financial fraud has minor legal repercussions often times resulting  only in house arrests, where filed criminal complaints can take years to be looked at or never been  looked at all , civil court cases last  decades and often times  rule in favor of Sardinians  despite evidence,  Enrico Arras feels very comfortable  and decided to upscale  in his real estate operations.
